Concept

In the ideal scenario, people are स्वधर्मी (swadharmi). They fulfill their duties, are moral and ethical etc as described in Raam- Rajya. However, when this changes and even a few अधर्मी (adharmi) exist, they trouble the स्वधर्मी and therefore शासन is needed to control those adharmi.

In Bharat (India), it is encouraged that we follow अनुशासन (self discipline) and focus on intrinsic approach. We instill and cultivate values through संस्कार (samskaar) which ensures that instead of external regulations forcing us to be good and ethical, we are internally driven.

Example

Ask a Bharatiya student to shoot someone, he/she will reply – यह पाप है / सही नही है etc. Ask same question to student in west, she will reply – it is illegal / law does not permit etc.

So linking this with the current bureaucratic structure, which has origins in the Vatican city, the mistrust on human institutions and ability of a common human mind was considered low and needed “inputs” to function. Later the British ruled the world on basis of this system.

New Paradigms

But now shift from public administration to public management and then public governance has taken place. Government and red-tape is shrinking rapidly and whose vacated space is now being occupied by citizen groups, corporate etc.

Hence from Bharatiya perspective, it is essential to ensure that transition does not go haphazard and in just copy- paste manner from west. We can focus on holistic development of human mind, develop trust, healthy relationships etc. Thus Shastriya Prabandhan can help us in navigating through changing times in an effective manner.

ऐसा कोई भी अक्षर नहीं है जिसका मंत्र के लिए प्रयोग न किया जा सके, ऐसी कोई भी वनस्पति नहीं है जिसका औषधि के लिए प्रयोग न किया जा सके और ऐसा कोई भी व्यक्ति नहीं है जिसका सदुपयोग के लिए प्रयोग किया जा सके, किन्तु ऐसे व्यक्ति अत्यन्त दुर्लभ हैं जो उनका सदुपयोग करना जानते हों।
